Nora's collar

ATTENTION JUDGES:

Nora is wearing a dog collar. The collar acts as a limiter on his powers, keeping him from going crazy and destroying everything he sees. As the incarnation of chaos, the destruction of the world is apparently his destiny. However, we'd like to keep him from diving headfirst into the deep-end of crazy-pool all the time, because while he's not more powerful than the Judges, he is powerful enough to accidentally kill nearly everyone in the game, especially if they don't have weapons or the memories necessary to help them fight. Even his 'small' spells are enough to take out a small building.

So the Judges have power over his collar. This gives any and every Judge the power to accept or deny Nora's actions and magic. By saying "I approve," the Judges can allow Nora to do any magic spells he happens to have remembered. The approval won't really matter much, though, until he gets some memories back that contain spells. But every spell he tries to cast needs to be cleared individually, at least according to canon. I can be flexible on this, but if you want to okay all spells he casts at once right from the beginning, you need to talk to me.

Having power over his collar also means the Judges can refuse anything they like. Refusing is done by saying "I forbid." Most importantly, any time the words "I forbid" are said by the person in control of his magic, his collar tightens up and chokes him. So in this case, any time a Judge uses the phase "I forbid," Nora will fall to the ground and begin choking. For example, Soldier could string together a sentence that, while barely making sense, used the words "I forbid" twelve times, without ever talking directly to Nora. And Nora would still fall to the ground writhing and trying to get his collar to loosen up.

Finally, having power over his collar means that the Judges control the form Nora takes. THIS IS VERY IMPORTANT GUYS. In his human form and his half-demon form, his magic trickles in (comparatively) slowly, which allows him to control it even without knowing how to. But without the memories of how to control his magic, the Judges should not allow him to transform into his full demon form. If you want to anyway, please please please talk to me first.

There are two ways to transform:
* If he has a memory about the spell needed, then the Judges can approve that spell. THIS IS THE SAFEST WAY TO DO IT.
* Otherwise, the Judges can trip his limiter. This overloads the collar, forces more magic to flow through his body than he is capable of handling, and he automatically reverts to his proper form. However, he also goes batshit and will start leeching magic and energy from everyone in a half-mile vicinity in preparation for massive destruction. He will not be aware of this as he will be too busy trying to get control over his own mind. If he has the memories to deal with it, he'll be able to bring himself back on his own, though not immediately. If he doesn't, the Judge who did it needs to be prepared to either kill him or forcibly restrain him. Either way, if he doesn't die he will come out of this completely exhausted and absolutely useless for the rest of the post.

Memories he needs back before he can survive a limit-break on his own
--EITHER Rivan tossing him into white water rapids, and then saving him
--OR Drowning in his power and just barely making it out alive
However, the second would be best.

Memories he needs back before he can transform with a spell
--EITHER Kazuma calling him whipped.
--OR Being called a dog by a weak opponent
However, the first would be best.

ALL THAT BEING SAID I don't mind if the Judges want to trip his circuits and make him go crazy. I do want discussion on it first, because it's a super huge deal for him, and anyone around him.

TL;DR? TALK TO ME ABOUT NORA'S COLLAR. Though seriously just read this.
